QEC (Quality Enhancement Cell) is established under the umbrella of Quality Assurance Agency (QAA) of Higher Education Commission (HEC) to enhance, maintain and monitor quality of higher education. Institute for Art & Culture laid the foundation stone of QEC in 2021. QEC at IAC will not only work to assure and enhance the quality of education but also strive to align the vision and mission along with strategic direction, goals and continually improve other administrative and support offices. Its key role is planning, guiding and monitoring Quality Assurance (QA) and Quality Enhancement activities of the Institute. QEC will actively involve in various activities taking place at IAC, including teaching development, maintaining learning standards, determining stakeholder satisfaction, and appraisal of undergraduate, and postgraduate degree programs and support processes. The Quality Enhancement Cell (QEC) is a vital part of administrative and academic structure of the Institute for Art & Culture.

Muhammad Muzammil Nazir did his MPhil in Quality Management from PIQC Institute of Quality, Lahore. He has more than ten (10) years of experience in Academic Quality Enhancement/Assurance, and Education Management. His main area of interest is Quality Control and Quality Assurance in Higher Education Institutions, National/International HEI Rankings, Project Management and Data Analysis.

Muhammad Tayyab holds a Bachelor of Science degree in Statistics from Minhaj University Lahore. He completed an internship at the Punjab Bureau of Statistics and has two years of experience as a Data Analyst. His main areas of interest include Data Science and Business Intelligence. He is proficient in statistical and analytical tools such as Python, R, SPSS, and Power BI.

1. The Quality Enhancement Cell (QEC) is to be headed by a Director reporting directly to Vice Chancellor/Rector.
2. QEC is responsible for promoting public confidence that the quality and standards of the award of degrees are enhanced and safe guarded.
3. QEC is responsible for the review of quality standards and the quality of teaching and learning in each subject area.
4. QEC is responsible for the review of academic affiliations with other institutions in terms of effective management of standards and quality of programs.
5. QEC is responsible for defining clear and explicit standards as points of reference to the reviews to be carried out. It should also help the employees to know as to what they could expect from candidates.
6. QEC is responsible to develop qualifications framework by setting out the attributes and abilities that can be expected from the holder of a qualification, i.e. Bachelors, Bachelor with Honors, Master’s, and M. Phil. And PhD.
7. QEC is responsible to develop program specifications. These are standard set of information clarifying what knowledge, understanding, skills and other attributes a student will have developed on successfully completing a specific program.
8. QEC is responsible to develop quality assurance processes and methods of evaluation to affirm that the quality of provision and the standard of awards are being maintained and to foster curriculum, subject and staff development, together with research and other scholarly activities.
1. Annual and Semester-wise Monitoring and Evaluation of academic Program, Faculty and Students
2. Quality assurance of all degree programs.
3. Evaluation and analysis of quality standards of teaching and learning in each subject area.
4. To build up program specifications and quality assurance processes.

6. To develop Evaluation Methods for teachers and staff

4. To monitor progress of each Academic & Administrative Department of Institution through conducting periodic surveys
5. To evaluate the teaching, research and infrastructure facilities.
6. To obtain National & International Quality Assurance Bodies Memberships
7. To attend HEC seminars/workshops and meetings of Quality Assurance Agency
8. To attend at least one or two national and international Quality seminars/workshops once in a year
9. Annual monitoring and evaluation including program monitoring, faculty monitoring, and student’s perception
The Quality Enhancement Cell (QEC) at the Institute for Art and Culture, Lahore, has successfully conducted its first Program Review for Effectiveness and Enhancement (PREE) under the HEC’s -PSG 2023.
3 academic programs were selected from 3 different schools based on HEC’s criteria for the Yearly Progress Report (YPR) 2024–25.
To ensure objective evaluation, external subject specialists were invited.
Each review concluded with an Exit Meeting with Pro-Vice Chancellor Prof. Dr. Najma Najam, where findings were presented and discussed.
The esteemed external experts are:

The Quality Enhancement Cell at the Institute for Art and Culture (IAC)
successfully conducted the Review for Institutional Performance and Enhancement (RIPE)
in alignment with the newly introduced PSG 2023 framework by the Higher Education Commission.
The esteemed external Self-RIPE members included:

• Mr. Ali Raza Qureshi – Director QEC & Additional Registrar, Rashid Latif Khan University, Lahore
The Registrar, Deans, and Administrative Heads of IAC formally welcomed the external reviewers
and appreciated their constructive engagement.
The committee carried out thorough departmental visits, interaction with Faculty, Students &
Administrative Heads and assessed IAC’s institutional performance based on RIPE standards,
while carefully considering the university’s operational context.
The evaluation concluded with an Exit Meeting chaired by Pro Vice Chancellor,
Prof. Dr. Najma Najam, during which the team shared detailed feedback,
commending institutional strengths and identifying key areas for ongoing improvement.
This initiative reaffirms IAC’s strong commitment to quality education and continuous improvement,
as it aligns its academic and administrative processes with the evolving standards set out in
the PSG 2023 framework to ensure excellence and accountability across all levels.

Mr. Numan Shahid Director QEC Institute for Art & Culture has been invited as External Reviewer/Expert for Self-Post Graduate Program Review (PGPR) by Lahore Garrison University (LGU), Lahore from 16 to 18 January, 2023. The quality of Masters and PhD (level 7 & 8 programs) are peer reviewed keeping in view the minimum criteria of HEC in order to enhance their quality.
